FINES, THAT IN THE PAST THEY DIDN’T ENFORCE. THEY ENFORCED IT FOR THE PURPOSE
OF RAISING MORE REVENUE. BUT THEY TOOK IT FROM THE
POOREST PEOPLE THERE IS. SOME OF THEM CAN PAY, BUT IT
KILLED THEM TO PAY THAT AMOUNT. BY THE WAY, THAT IS TAKING
MONEY OUT OF THE ECONOMY THAT THEY WOULD’VE SPENT ON FOOD
OR OTHER NECESSITIES. WHEREAS IF YOU TAX THE RICH,
THAT IS MONEY THAT THEY NORMALLY WOULD HAVE SAVED AND
NOT PUT BACK INTO THE ECONOMY. IT IS PERVERSE ON EVERY LEVEL
LET ALONE THE RACISM AND THE SYSTEMIC DISCRIMINATION

  1. In California, even if the judge DOES allow you to do community service, there are still mandatory court fees that must be paid by an offender. A few years ago I needed to pay a $600 fine ON TOP OF completing community service. At the time I was 21 years old and working a $15,000 per year job. It was nearly impossible for me to pay it without starving and putting myself further into debt.

  2. In Sweden, fines are based in yearly income. A fine should be a deterrent, so it should "hurt" equally much. A $500 fine for a rich is nothing, but devastating for a homeless. Better fine a percentage of monthly income.
    This would also make cops go after fancier cars as well, since it would generate more revenue, rather than poor (that generates more revenue due to late fees).

I agree that they ticket minorities and lower wealth a lot more and disproportionately but if you have a court date regardless if that charge is bullshit or not you gotta show up you can't just not show up for it.   7. The whole comment section seems to be focused on the racism aspect, which I guess is debatable. Clearly, the classism is the worst part of our traffic tickets here in America. You can literally get away with murder, so long as you're a rich person, but if you're poor, even a minor traffic violation can wreck you financially. I think that Ethan Couch and Caitlyn Jenner, the biggest names to come to recent mind, are proof enough that the system literally doesn't dispense justice. If 99% of the comment section here would have claimed to "not know right from wrong because of upbringing" in a manslaughter case, they likely would be in jail at this very moment.

  8. I'm sure this has been pointed out, but how many of the "a lot of these people" individuals are actually homeless…I understand San Francisco has a huge homeless population, but realistically, how many "homeless" are driving around and wracking up huge traffic citation numbers?

  9. This is TYT so it's to be expected that this story is spun into mostly one of race, which is unfortunate as it buries the main issue of wealth redistribution to the very top. Notwithstanding that these "taxes" hit the poorest hardest — and blacks especially hard as they are among the poorest — the point of these "taxes" are to gouge the middle and working classes who can afford to pay them, and do. Poor blacks and other poor are collateral damage. Hence focusing on only the plight of the most apparent victims of this redistribution of wealth, when it unjustly impacts most people, including most white people, and ultimately threatens freedom and democracy, is not only misrepresentative but fails to address the core causes of this problem, unfettered power and greed of the oligarchy.

  10. If you can't afford to pay for the up keep of your car that includes tickets maybe you should sell your car pay your tickets and buy a car later. And here in Mpls they will let you make payments on large tickets but they take away your license .Its the same with pets if you can't afford to take your pet to the vet and get the shots and have your pet spayed or neutered then why have a pet?

I'm in California and got caught in the stupid traffic fine loop, a cop stopped by my parked car and did a walk around and gave me a ticket for everything he could find and I can't afford to fix everything especially the cracked windshield, my full fine is 1700 dollars and my car is worth 1200, California is bullshit

I got a DUI even though I was stone cold sober- just was on the road too long, a little tired. Bailed out right when I got to the cop shop and they handed me back my keys! Literally just 30 minutes ago I was 'impaired' but as soon as I coughed up $3,000 I was A-OK, 'here's your keys!' What a joke.

  15. I was a 23 yr old white male and this happened to me. In fact I'm 35 and still owe NY 1,500 in fines for BS tickets after I've already paid 3,000 2 yrs ago trying to get this all sorted. Now just out of spite I will not pay it. I'd rather pay the bail 250$ and the ticket for driving without a license for 200$. In the end I pay 200 and I get the 50$ back. This system is completely corrupt – This is a hidden tax on us all… Not just blacks

  16. in Cali–at least in LA County–you can't even CONTEST the ticket unless you can come in with the fine amount in cash–they won't even hear the case. Even so–those with the cash to pay right off–just send it in rather than lose a whole day in court. The country counts on that & so a lot of PD & sheriffs are giving tickets incorrectly–becasue most either don't want to bother or can't afford to come in & contest. Nice revenues for the county.

  20. If you can't afford a ticket: Adjust your seat to a normal sitting position. Turn off the rap music. Come to a complete stop at stop signs. Drive 1 or 2 MPH under the speed limit. Use your turn signals.

  23. This is why fines should be income based. They should be high enough that one feels the impact but can still pay their bills. Finland does this: "Finland’s system for calculating fines is relatively simple: It starts with an estimate of the amount of spending money a Finn has for one day, and then divides that by two—the resulting number is considered a reasonable amount of spending money to deprive the offender of. Then, based on the severity of the crime, the system has rules for how many days the offender must go without that money.   24. A friend of mine who is mixed but he can pass for white got a warning after driving 20 miles over the limit. The week after my best friend who is puerto rican but looks black got pulled over by the same cop. People say if you're doing nothing wrong you got nothing to worry about. She was driving the speed limit! And he wanted to flex his muscles I guess because he wrote her a ticket for 1MPH too fast.

Id like to share that on 12/30/15 about 10pm, I was driving home, on a stretch of the highway, it does a sharp turn, on that turn, I sneezed, and swerved a bit, CHP (southern California) pulled me over, accused me of being drunk, got brethalized, and when no alcohol was found I still got a 340 dollar lane stratteling, 1 point on my lisence which would increase my insurance by 18% if I didnt do traffic school, that added 90 dollars to the fine plus 20 dollars of online traffic school. this was my first ticket ever, in over 12 years of driving experience. sure i deserve it, i could have caused an accident, but I DIDNT, this to me is proof that cops do have to meet a quota and at the end of the month/years, they will show no mercy to you. love the show TYT!

    So, why are blacks busted more for drugs than whites you ask? This partly reflects racial differences in the drug markets in black and white communities. In poor black neighborhoods, drugs tend to be sold outdoors, in the open. In white neighborhoods, by contrast, drug transactions typically happen indoors, often between friends and acquaintances. If you sell drugs outside, you're MUCH MORE likely to get caught.

    Blacks are also 10x more likely to buy drugs from a stranger, and more prone to do them in public than whites as well. And the prosecution disparity comes from 3rd, 4th, 5th etc. time offenders.

    Add up all those factors and you get your non-racist conclusion.

    NOBODY gets arrested for a fine unless they don't show up to court. NOBODY. Black or white, you only get arrested when you choose not to go to court. When you get pulled over, you have to pay a fine – or you have to go to court. You can go to court and tell them that you can't afford the fine – you won't get arrested for that. You only get arrested if you both don't pay the fine – and you don't show up in court.

    California even has a law that if you get a ticket a long way from your home, you can request that the court be tried at the closest court to where you live, in which case the police officer has to take the time to travel to that court, or your case will be dismissed.

    If they aren't showing up for court, that's not the police's fault. This is a systemic societal problem, and it's one that isn't getting addressed because people like you keep blaming it on the cops, giving black people the impression that they're just being treated unfairly rather than understanding that they're doing something that's getting them in trouble.

  47. Fines aren't taxes. The biggest problem with this method of raising revenue is that it disproportionately affects the people who are most exposed to running afoul of the law, thereby becoming criminals for the "crime" of doing something not skillfully enough (driving badly), out of necessity to survive (because most people can't afford to live within walking distance from work or public transportation). The travesty isn't necessarily that they can't afford it, but that it goes on their record. And a criminal record of any sort practically bars you from most professions. So we have a society in which we're telling people… if you change lanes without using your blinker and some state trooper is desperate enough to hit his quota, and you just can't scrape together $200, then forget about ever becoming a CPA, attorney, doctor, or whatever else you had planned for your life. This kind of thing isn't even bad driving, it's normal, and yet this vortex of quasi-criminality actually happens.

Which is why it's important to remember : a person that has savings or something to fall back on (an idea, or a business, or anything that is either cash, or can generate money) is harder to force into or out of anything that that person chooses to do/say/think/whatever else. A poor person will always be easiest to maneuver. It'll forever defend the welfare state (the only source of income for some), always vote for whoever says they'll raise the welfare or says that they'll KEEP the welfare system on, instead of the other candidate which may want to take it away. The poor, outnumber the rich, so that's where the votes are, and all it takes is a promise of "keep things going as they are" or "more free money" and they'll vote for whoever said it.
    Get out of the cycle America, please. The whole world was watching you on the stage built on the bones, and graves of your soldiers and ancestors, when suddenly you fell off the stage, and off the radar. The spotlight hasn't moved, but there's nobody willing or able to do the task, of planetary role-model. Whatever went wrong, fix it and get back up there … the show must go on.

The judges hand out the maximum fine amount and if you have a few pending but you pay on an agreed plan they will pull out the old citation separate it from your payment contract and secretly issue a warrant so you have an active warrant and get in new $$$$ costs fees and maybe a week og h

They have been seeded with Right-wing ideologue judges who feel it's their Christian duty to harass the poor because, as we all know, the poor are lesser human beings that must be kept in line like stockyard animals and the best way to do this is to make their lives as difficult and miserable as possible.   61. Did you just see the slight of hand? Getting arrested has zero to do with showing up to showing up to court. Also, selling weed in your house is very different than selling drugs in the open.

  62. Stupidity is driving inequality in California. All that you have to do to get your fine reduced is simply show up in court and make a plea of poverty, as a matter of course the judge will halve the fine or more. As long as you make a good faith effort to pay a significant portion of the fine and show up for all court hearings you will not go to jail. Dragging out fines can only play out so long and sooner or later the court dates become too inconvenient because you now have a real job and it becomes time to finally pay the fine, and that is where people drop the ball.
